Edit: Found the problem, I had the wrong English ROM. You need "1997 - Fire Emblem - The Sacred Stones (U) (TrashMan)", not "2215 - Fire Emblem - The Sacred Stones (E) (M5)". Checking to make sure you have the right one might help anyone else that was having problems, too.
